High-Level Overview
Our client is a global renewable energy engineering, procurement, and construction (EPC) contractor specialising in grid-connected solar plants and working closely with national utilities, regulators, and international partners to deliver high-quality, reliable renewable energy assets.
The client is seeking a Contractor’s Representative to act as the formal on-site representative for the EPC contractor on a utility-scale solar PV project currently under construction in Namibia. The role is responsible forcontractual, technical, and operational representation of the contractor, ensuring alignment with project specifications, utility requirements, safety standards, and project delivery milestones.
The Contractor’s Representative will serve as the primary interface between the EPC contractor, subcontractors, consultants, and the utility’s site team. The role requires strong technical knowledge, deep familiarity with EPC contractual obligations (including FIDIC), and the capability to manage multidisciplinary construction activities in a live project environment.

Key Deliverables
- Project Coordination & Execution
- Contractual Representation & Compliance
- Act as the legally and contractually appointed representative of the EPC contractor under the FIDIC-based framework.
- Manage all formal communications with the utility’s Engineer/representatives, including responses to instructions, notices, and technical queries.
- Ensure full compliance with all contractual obligations, specifications, and technical requirements.
- Identify and escalate contractual risks, claims, variations, and disputes to the Project Director.
- Support preparation and submission of contractual documentation, including notifications, records, and justifications
- Technical Oversight & Quality Assurance
- Ensure construction works adhere to IFC-approved designs, specifications, and applicable IEC standards and regional SANS requirements.
- Review and approve method statements, inspection test plans (ITPs), and QA/QC documentation.
- Monitor subcontractor performance and ensure timely corrective actions for non-conformances.
- Oversee preparation of as-built information, test reports, quality dossiers, and handover documentation.
- Safety, Environmental & Regulatory Compliance
- Enforce compliance with the contractor’s HSE Management Plan and all Namibian regulatory requirements.
- Promote a strong safety culture and lead by example in site conduct and safety discipline.
- Participate in incident investigations and ensure close-out actions are completed.
- Ensure compliance with environmental management plans, permits, and mitigation requirements.
- Construction Coordination & Execution
- Oversee daily construction activities across civil, mechanical, and electrical disciplines.
- Verify that work sequencing, resource allocation, and workmanship meet contractual requirements.
- Coordinate inspections, tests, and acceptance procedures with the utility/Engineer and technical consultants.
- Confirm readiness for pre-commissioning and commissioning activities.
- Stakeholder & Interface Management
- Serve as the primary liaison between the EPC contractor and the utility’s site team.
- Ensure alignment between engineering, procurement, construction teams, and external stakeholders.
- Lead coordination meetings, record minutes, and ensure tracking and closure of action items.
- Support regulatory, customs, and logistics interfaces as required for remaining deliveries
- Reporting & Documentation
- Provide structured daily, weekly, and monthly reports to the Project Director.
- Maintain accurate site records, correspondence logs, technical registers, and contractual documentation.
- Prepare dashboards summarising progress, risks, quality metrics, and HSE performance.
- Capture and document lessons learned for continuous improvement and project close-out.
Requirements
Experience Required:
- 7–10 years’ experience in EPC or large infrastructure projects.
- Experience working within complex regulatory and stakeholder environments, ideally in Afri Experience on at least two (2) utility-scale projects of 30 MW or greater, serving as Contractor’s Representative or in a similar senior site leadership role under a FIDIC contract, with involvement from project commencement to completion.
- Demonstrated ability to represent the contractor in formal contractual matters.
- Experience engaging with utilities, Engineers, local authorities, and subcontractors in complex environments – preferably in Africa
Technical Requirements
- Bachelor’s degree in Engineering in Civil, Mechanical, or Electrical Engineering.
- IELTS score of 7 or higher to demonstrate English proficiency (TBC).
- Professional registration (PrEng, PMP, Prince2) preferred.
- Strong knowledge of IEC and regional SANS technical standards for solar PV construction.
- Ability to interpret and approve technical documents, drawings, ITPs, and QA/QC records.
- Strong understanding of HSE, environmental, and quality management systems
