Job Purpose:

• Manage the preparation, submission, and follow-up of tenders and proposals of Mega Scale Energy Projects (including renewable energy, such as solar energy and wind energy), according to clients’ requirements, specified deadlines, and within budgets and market situation. This includes acquiring resources and coordinating the efforts of team members (business development, design and engineering, project management, procurement, etc.) and third-party suppliers, contractors, and service providers.
• Responsible for defining the project’s objectives and oversee quality control, Health and safety and Environmental issues throughout the project life cycle.
• Participate effectively in the Project development from beginning to end; including participation in projects’ execution overseeing.

Roles & Responsibilities:

• Proposal/tender pre bid analysis and evaluation of both technical & commercial requirements
• Lead the Bid / No bid decision making process from the department perspective
• Close follow-up, with technical and commercial functions, for the preparation of the detailed designs, BoM, RFP, RFQ, time schedules, etc.
• Work closely with the Procurement team to obtain technical information and costs from manufactures, suppliers, subcontractors, service providers, etc. for main components.
• Study and compare received offers/quotations and lead the negotiation of both technical and commercial aspects of products/services
• Prepare the detailed and most competitive cost breakdown and project implementation schedule
• Prepare, consolidate, compile, and complete tender/proposal with technical and commercial documents in line with customers’ requirements
• Ensure that tenders meet the company commercial guidelines and have the necessary sign off in accordance with the delegation of authority guidelines
• Attending the technical meetings and prepare minutes of the meeting and documentations
• Maintain documentation and records, while updating suppliers, manufacturers or subcontractors’ databases.
• Define project scope, goals and deliverables that support business goals in collaboration with senior management and stakeholders
• Draft and submit budget proposals, and recommend subsequent budget changes where necessary
• Develop and deliver progress reports, proposals, documentation, and presentations
• Participate in developing best practices and tools for project execution and management
• Take responsibility for all associated handover documentation in the event of an order
• Developing the technical competencies of junior Tendring engineers and provide them with continuous guidance
• Provide support to other department functions (engineering, O&M, etc.), and to other company functions (BD, investment, etc.)

You are a great fit if you have:

• Bachelor’s degree in Electrical or Renewable Energy
• A minimum of 3 Years of Experience in the Energy Field (Solar Energy Field is highly recommended)
• A professional Level of English Communication, with French fluency as a plus
• Computer skills: Standard Microsoft software packages (windows, word, excel, power point, outlook, etc.), AutoCAD, MS Project, Primavera.
• Strong presentation skills
• Effective and constructive communication with a bold, decisive, and courageous personality who sees the big-picture

Technical Competencies:

• High experience in tendering and proposals preparation for RE projects with large-scale exposure
• Good knowledge of project management concepts
• Deep knowledge of various solar and wind power plant components: WTG, PV modules, Inverter stations, Tracking system, SCADA system, etc.
• Good knowledge of solar and wind energy projects design and simulation tools, techniques, and software
