Contexte et environnement

TotalEnergies EP in Libya is a small affiliate with 47 employees working in convivial environment. The position holder will be member of a team assets of 9 composed of specialties’ with different degree of seniority.

The Project Development Manager & HSE position is considered as a local staff – Referent within TEPLY shall be the Assets Director and is based full time in Tripoli with visit on site when security conditions allow.

Scope: HSE and Project Development Manager (is responsible for managing HSE and follow-up of Project development aspects of all Libyan assets on with the objective to increase TotalEnergies influence on HSE matters and Key Projects Development) in assets (Waha; Mabruk, Al Jurf; Al Sharara).

Location: Position is based full time in Tripoli with visit on site when security conditions allow with regular missions (HQ, Tunisia, Istanbul, etc.).

Status : Responsible for all HSE matters for TotalEnergies EP Libye and TotalEnergies EP Waha assets. Recovery from OPCOs and reporting of all HSE data (Safety / Environment). Implement expended reporting in line with New CSRD Requirement. Referent within TEPLY shall be the Assets Director.

The job holder is responsible for managing HSE and follow-up of Project development aspects of all Libyan assets on with the objective to increase TotalEnergies influence on HSE matters and Key Projects Development:

Waha, in production and development 100% Operated by Waha Oil Company (WOC). TotalEnergies @ 20,4%.

Al Jurf offshore 100% Operated by Mabruk Oil Operations (MOO). TotalEnergies shares 37,5% with a role of Lead Second Party (IOC).

Mabruk field under redevelopment 100% Operated by Mabruk Oil Operations (MOO). TotalEnergies @ 37,5% with a role of Lead Second Party (IOC).

Al Sharara assets production and development (operated by Akakus Oil Operations (AOO). TotalEnergies @ 12% to 15%

Activités

Responsible for all HSE matters for TotalEnergies EP Libye and TotalEnergies EP Waha assets. Recovery from OPCOs and reporting of all HSE data (Safety / Environment). Develop and implement expended reporting in line with New CSRD Requirement.

Responsible to implement an in-depth technical knowledge and follow-up of all Key Projects under implementation (from FEED stage) within Waha and Akakus OPCOS.

You will be the primary focal point for Key Projects with WOC and AOO and responsible for implementation of quarterly progress reviews with the Operators.

You will be responsible to provide key data to Technical Development Manager for the internal planning exercises (LTP, Prime, Budget) and accountable for the Key Projects Cost and Schedule.

Profil du candidat

The candidate will be responsible for implementing in-depth technical knowledge and following up on all key projects under implementation (from the FEED stage) within all Operating Companies in which TotalEnergies hold a equity interest.

Support and influence the operators to ensure project management aligns with best international practices. Additionally, the candidate will develop and maintain strong relationships with key stakeholders, ensuring clear communication and effective collaboration across all project phases.

Represent TotalEnergies professionally towards other co-venturers and facilitate the integration of innovative technologies and methodologies to enhance project outcomes and operational efficiencies.

The ideal candidate should ideally be a local national and possess a Master’s degree and have a minimum of 15 years of robust technical experience in implementing oil and gas projects.

Experience in the Libya O&G sector (either as a contractor or operator) or in other North African regions is highly desirable.

Strong Communication, Interpersonal, And Intercultural Skills Are Essential.

Proficiency in Arabic is mandatory , and knowledge of TotalEnergies Company is preferable
