Position Title: HSSE Officer

Reports To: Administratively: HSE Team Leader

Job Purpose: Support implementation, monitoring, and enforcement of HSSE activities in the plant. Take necessary actions to prevent harm to people, equipment, and the environment while ensuring compliance with legal requirements, organizational standards, and contractual obligations.

Number of Staff Supervised: Direct Reports: N/A | Indirect Reports: N/A

Key Responsibilities

  • Support risk assessments and review operational tasks to identify and prevent HSSE hazards
  • Attend contractor/vendor meetings and advise on HSSE management and performance
  • Assist in implementing the plant’s HSSE management system including emergency preparedness
  • Conduct daily site HSSE tours and monitor compliance with HSSE policies and procedures
  • Prepare daily/monthly HSSE reports highlighting incidents and concerns for escalation
  • Support work permit system implementation and ensure safety measures before work begins
  • Assist in HSSE training delivery for employees and contractors
  • Advise contractors on HSSE standards and expectations
  • Assist in HSSE campaigns to promote safety culture
  • Maintain relationships with regulators, emergency services, contractors, and authorities
  • Assist in developing emergency drill scenarios and conduct mock drills
  • Report and respond to HSSE incidents using emergency protocols
  • Participate in investigations of reportable HSSE incidents and recommend corrective actions
  • Monitor PPE inventory and raise purchase requests for timely availability
  • Adhere to organizational policies, procedures, and standards
  • Contribute to change initiatives and improvement projects
  • Perform other duties as assigned by the line manager

Internal Relationships: HSSE Team Leader, Plant Employees

External Relationships: Emergency Services, Contractors, HSSE Consultants and Advisors

Minimum Qualifications

  • Bachelor’s degree in Safety, Environmental, or Engineering or demonstrable equivalent
  • Certification from recognized HSSE institution (NEBOSH, OSHA, IOSH, IEMA, etc.)
  • Membership or association with international HSSE institution (OSHA, IOSH, IEMA, etc.)

Minimum Experience

  • 5 years’ experience in HSSE in the Utilities / Energy sector

Skills Required

  • Knowledge of local and international HSSE standards
  • Good communication and interpersonal skills
  • Ability to manage and work with people
  • Self-motivated, critical thinker, tenacious and curious
