POSITION SUMMARY

NGHC is seeking an exciting new role for building up an operational team for the EMPS control centre related to the electricity transmission and distribution sector. NGHC plans to build and operate a robust and secure electricity transmission and distribution system based on 100% RES within. It is of paramount importance that the system provides an excellent level of security. In the role the individual will be part of the mission critical 24/7 EMPS control room operations team. Candidate should bring proven track record in SCADA and control centre operations (power plants, industrial processes, grid operations…). Safely and effectively manage the operations of electric system from within the EPMS Control Centre. Effectively interact over the phone with field crews, substation personnel, contractors, neighbouring power entities and other system operations personnel while carefully monitoring system conditions to anticipate and mitigate potentially dangerous and costly system issues which might impact reliability of the electric system. Effectively respond and restore the electric system to safe operating conditions before, during and after major system disturbances. Relies on extensive experience and judgment to plan and accomplish goals. Review power system studies including power flow, short circuits, transients, stability, arc flash, harmonics, and grounding, evaluate options, write reports, and present study results to the client’s technical teams. Use technical knowledge to generate novel approaches to solving customer issues related to power generation, transmission & distribution systems’ dynamic behaviour and secure operation.

NATURE & SCOPE

Renewable energy projects are preferred, and the incumbent would be required to supervise and verify the EPC activities for the full scope of secondary engineering and review of multiple pooling stations at 33kV and export at 380kV via OHL to the grid switching stations, PMS and STATCOM system.

The incumbent must possess expert-level technical, SCADA, EMS and engineering management skills and knowledge, along with excellent communication and influencing skills. The incumbent shall assure interfaces extensively with external and internal parties on engineering and technical matters as well as shall have significant travel within the KSA region including relocating to the EPC engineering office location “Dhahran” and then the multiple construction sites in “Tabuk”. The project is executed utilizing multi-office execution capabilities, necessitating a robust cross-cultural competency.

PRINCIPAL DUTIES AND RESPONSBILITIES

  • Monitor and control the real-time operation of the power system to maintain reliability and stability.
  • Coordinate with generation, transmission, and interconnected entities to ensure seamless integration of renewable energy resources.
  • Implement corrective actions to mitigate potential system disturbances and maintain grid stability & reliability.
  • Coordinate emergency response efforts during system disturbances, outages, or extreme weather events.
  • Implement contingency plans to restore system stability and minimize disruptions to electricity supply.
  • Collaborate with internal teams, external stakeholders, and regulatory agencies to address emergency situations effectively.
  • Practical experience in reviewing and validating Telecom, Supervisory control and data acquisition “SCADA”, EPMS / HCIS and SAS engineering scope engineering tasks. Including reviewing SAS and SCADA point lists.
  • Ability and willingness to work in 24/7 shift schedules at the working places within the control room including stand-by duty in line with Saudi-Arabian work labor rules.
  • Working knowledge of current IEC standards, including establishment of renewable energy project performance guarantees, and testing procedures,
  • Experience working in the Middle East and knowledge of local and national standards including KSA SAF standards, HCIS requirements and the Saudi Electrical Code would also be an advantage.
  • Ensures that lessons learned for engineering are clearly identified, recorded, and communicated.
  • Ensure Risk Management procedures are followed, and any issues addressed/resolved.
  • Provide technical training, guidance and support to project and maintenance teams.
  • Troubleshoot and resolve technical issues related to EPMS and SCADA systems.
  • Stay up-to-date with emerging technologies and industry trends related to EPMS and SCADA systems.
  • Bring in innovation and new ideas for the operation of a control center to operate a highly loaded transmission grid, considering the renewable energy system and smart systems of demand side response.
  • Contribute according to his later role in the NGHC SCADA/EPMS operations in a secure and reliable manner e.g:
  • Operate the Transmission and distribution system security in a manner that will not exceed frequency and voltage limits or cause System Operating Limits (SOL’s).
  • Bottleneck management for current overloads (I) and voltage control (U)
  • Frequency control (f) and activation of flexibility providers Granting of disposition permits and test permits for grid field operation
  • Execution or instruction of switching operations
  • Notifying of the grid field operation when irregularities or disturbances occur
  • Takes or directs appropriate real-time actions, as necessary, under normal and emergency conditions, to maintain system reliability, including restoration plan.
  • Maintain situational awareness of all the installations within control.
  • Logs and documentation for grid operations and prepare reports as required.
  • Collaborate with other engineering disciplines to ensure system integration and coordination.
  • Conduct technical analyses and evaluations of substation equipment and systems.
  • Develop and maintain engineering standards and procedures for EPMS and SCADA systems.
  • Lead the internal and/or external problem-solving necessary to arrive at appropriate engineering decisions.
  • Complete other responsibilities as requested by NGHC management e.g.
  • Liaise with relevant internal and external stakeholders to stay updated and make proposals to improve the processes in NGHC as needed.
  • Review and approve deliverables prepared by the EPC and OEM and assess validate scope to ensure alignment and interface between packages.
  • Oversight and direction of EPC submittals for all SCADA engineering activities including safety in design, on time on budget on quality.
  • Ensures effective technical scope coordination with EPC.
  • Contributes to the review of Neom Green Hydrogen Company specifications and procedures and manages the review of EPC deliverables & vendor drawings related to the assigned scope.
  • Conduct factory acceptance testing (FAT) and site acceptance testing (SAT) of EPMS and SCADA systems.
  • Write, plan, and implement approved detailed switching procedures and issue clearances on transmission and distribution lines.

SKILLS / TECHNICAL KNOWLEDGE AREAS:

  • Review and validation of EPC Telecom/SCADA design, along with verification of interface with overall scope of work and implementation of best practise

ESSENTIAL EDUCATION QUALIFICATIONS REQUIRED

  • 10 + years of work experience.
  • Minimum qualification of Electrical Engineering Degree (power options preferred).
  • Experience in SCADA and EMS engineering systems.
  • Experience working with the Saudi Electric supply company.
  • Excellent communication and interpersonal skills
  • Ability to work independently and as part of a team.
  • Strong problem-solving and analytical skills
  • Control room experience is preferred.
  • Knowledge of power system operations and equipment.
  • Demonstrated analytical and problem-solving skills.
  • Excellent verbal and written communication skills
  • Must have an operating knowledge of personal computers including MS Windows Software including Word and Excel.
  • Ability to work rotating shifts.
