Role Purpose

To lead the project design procurement, execution, and technical closeout processes and to ensure that projects are delivered as required, fit for purpose, on schedule and to budget, whilst maintaining safety, environment, security and quality control and closure of contractual issues.

Key Accountabilities & Activities

Key Responsibilities

Strategic:

• Develop, manage and issue Design Procurement strategy for the asset cluster to deliver the project objectives.
• Develop, manage and issue knowledge management strategy to capture, share and enhance best practice across the assets
• Review and propose enhancements of existing systems and processes to contribute to improved productivity, quality and project outcomes

Progress Reporting and Monitoring:

• Review and report on project progress against agreed schedule, highlight and develop mitigation strategies for any shortfalls to baseline progress.
• Develop, monitor and manage the Design to Budget for the asset.
• Undertake regular risk management reviews and mitigation planning.
• Develop, monitor and manage Key Performance Indicators for project partners and report progress to stakeholder.

Technical Compliance:

• Lead the design development from concept level to IFC stage including providing technical guidance, review and analysis of designs, studies, sustainability, calculations, drawings, and specifications
• Ensures engineering drawings and designs are completed on time and adhere to the established specifications and standards, including mitigating health and safety issues and design and buildability issues prior to construction
• Review of Tender Documentation and technical proposals from contractors and suppliers.
• Manage the review and integration of potential innovation and value engineering solutions
• Lead the technical assessment & monitoring of projects partners, consultants, contractors and suppliers through prequalification and award.
• Manage the process of delivering the required sustainability & environmental targets.

Stakeholder Engagement:

• Coordinate with NEOM Sectors and Departments to ensure properly integrated plans
• Manage relationships with the Lead Design Consultants & Design Architects and wider consultant team
• Develop the relationship with all stakeholders and involve them actively in the design development and approval process.

Team Leadership and Development:

• Assist in the hiring, on-boarding and induction of new team members.
• Manage project resource allocation.
• Measure and manage the team performance.
• Development and upskilling of direct reports and team members.
• Develop & monitor staff resource budget.

Background, Skills & Qualifications

Knowledge, Skills and Experience

• 10+ years of relevant experience in project management, planning and design management from inception to completion in large scale complex mixed-use masterplans and urban development projects
• Strong skills and knowledge in engineering practices, economic principles, calculation methods, design details and specifications
• Experience across a variety of procurement and delivery models; EPC, D&B. ECI & PCSA.
• Familiar with the relevant building codes, standards, permits, sustainability regulations and
• Track record as a team player with sound multi-disciplinary organisation with design review experience
• Proficiency with Microsoft Office (Word, Excel, Power Point, etc.)
• Proficiency with BIM & Management Tools
• Proficiency with broader AEC software applications, ArcGIS, SSA, ETABS etc.)
• Strong English language communication, presentation and report writing skills

Qualifications

• Bachelors or Master’s degree in engineering from a recognized university
• Professional certification or chartered status with a recognised regulatory body
