Senior Engineer, Contracts – مهندس عقود أول

JOB PURPOSE

Turnaround (TA) is a company-wide mega event for Borouge plants, executed in a 5-year frequency which requires extensive advance planning and preparation for minimum 24 months. As Borouge has three production plants, every alternate year it is performed to stop one production plant to facilitate inspection/Asset Management requirements for equipment(s) to keep the operating plant at safe working condition to achieve optimum reliability & efficiency. The opportunity is also effectively utilized for de-bottle necking and plant modification projects implementation by thus meeting the long-term strategic objectives of the company in the line of polymer business.

The jobholder is responsible to review assigned contract/ service order (CR) requests and implement most cost beneficial contracting strategy, finalize scope of work and budgetary estimates, forward to Procurement Function for Contract award, follow-up with corporate procurement on finalization of long term contracts bidding, and oversee all post-award contract activities (e.g. contractor mobilization, work execution, contractor performance monitoring, acceptance of performed services, issuance of variation, settlement of claims, clearance of invoices, and final contract closeout & contract account reconciliation).

KEY ACCOUNTABILITIES

Planning/Scheduling

    • Plans, implements, and monitors contracts required for Asset Management programs for the plant. Contributes to preparation of and follows major Asset Management schedules, planned shutdowns, etc., during establishment of contracts.
    • Prepare Tender strategy & bidder list and acquisition plan for contracts agreements and coordinate with Procurement department to obtain the required bidding support.
    • Analyze and develop estimation for new contracts budget taking into consideration lessons learnt, future requirements and actual expenditure of the previous contract.

Services Execution

    • Arrange kick-off meetings with successful Contractors, complete site orientation & HSE induction for Contractor’s personnel and establish communication protocols.
    • Conduct regular monthly and other required meetings with Contractors and to provide interface support on Borouge end user’s department representative and Contractor site coordinator/ head office representative.
    • Conduct bidding and issuance of Service Orders/Service Agreement, monitor the execution, develop negotiating plans and participates in direct negotiations and Contract’s scope clarification when claims/ disputes arise during execution.
    • Monitor Contractor’s performance to check if they are in accordance with the Contract’s scope of work, including evaluating and endorsing contractor’s agreed KPI.

Contracts Management

    • Review and maintain the accuracy, adequacy, and integrity of the contract’s documents (i.e. SoW, BOQs, specifications, Special Conditions, Technical Evaluation Criteria etc.).
    • Conduct proper tracking and control of contract validity and budget and communicate with End User.
    • Monitor and maintain Contracts/ Service Orders database, correspondence, MOMs, Site Instructions, invoices, monthly reports, KPI reports, etc.
    • Review and endorse invoices, ensure claims are made in compliance with the contract and that all supporting documents are provided per the invoicing checklist for validation and approval of payment.
    • Monitor contracts committed amount vs actual expenditure (including “Additional Sum for variations”).
    • Review, investigate and implement any cost savings opportunity.
    • Conduct review of contract regularly and provide feedback to ensure alignment of appropriate clause provisions is included in the general, special, and pricing conditions of the Standard Contract Forms.

Performance Management

    • Execute and lead the implementation of the contracting strategy.
    • Execute and coordinate the pre-qualification, technical evaluation and contract close out activities.
    • Lead and coordinate contract’s scope technical clarification with Contractors and End User Department’s representative and or other related discipline engineers/ supervisors.
    • Lead and coordinate the records Asset Management of retention monies, warranties, and ensures timely issuance of completion certificates during contract close out.
    • To ensure that all outsourced services provided by Contractors meet end user objectives & requirements.

    • Keep abreast and knowledgeable on the updates for Health, Safety, Environment, Crisis Management, and Risk Registers for all the performed processes, projects, and activities within the operating zone.
    • Promote, communicate, and lead by example all the safety-related communications, updates, standards, and any related topics with co-workers and within any interface.
    • Contribute to provide timely feedback and recommendations to leverage a risk-free environment to ensure the ultimate goals of safe workplace.

Departmental Plans

    • Plan, supervise and coordinate all activities in the assigned processes / area to meet functional objectives.
    • Provide input for preparation of the section / department budgets and assist in the implementation of the approved Budget and work plans to deliver the respective objectives.
    • Contribute to the achievement of the approved Performance Objectives for the section / department in line with the company’s performance framework, and KPIs.
    • Analyze and address any significant variances to support effective performance and cost control.
    • Review, prepare, and recommend the required reports on work activities, projects, processes, etc. to next level manager in line with business requirements.

    • Implement approved the respective policies, processes, systems, standards, and procedures to support execution of the work programs.
    • Perform analysis on the respective processes and activities to ensure timely availability of the data analysis within the respective area.
    • Train and develop the assigned staff in relevant skills to enable them to become proficient on the job and deliver the respective section objectives.
    • Provide feedback on updating and implementation of new tools and techniques to improve the quality and efficiency of processes.
    • Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards to define intelligent solutions for issues confronting the function.
    • Adhere to professional business relations and commercial responsibilities in the areas of customer delight, data confidentiality, business communications and representation, and Borouge’s corporate image.

QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS

Minimum Qualification

    • Bachelor’s Degree in Industrial Engineering, or any engineering disciplines.
    • Fluency in English Language; written and oral

Minimum Experience & Knowledge & Skills

    • Minimum of 7 years’ experience in Contracts / Asset Management, with at least 3 years in a position of leading the team.
    • Advanced Knowledge and understanding of planning tools, techniques, philosophy and processes in an oil/gas or petrochemical industry.
    • Good understanding and knowledge of various Asset Management needs, strategies, systems, and Safety regulations required for chemical, oil, gas, or petrochemical industry.
    • Proven line management capability to promote team-working with multi-cultural, multi-national workforce.
    • Advanced resource planning skills with various exposures to understand the requirements with: Asset Management, Operations, Projects, Procurement, HSE, Quality, and Contractors.
    • ERP in SAP MM & CLM module with various exposures to understand the requirement with: Asset Management, Operations, Projects, Procurement, HSE, Quality, and Contractors.
    • Works with a long-term perspective in addressing the turnaround requirements.
    • Demonstrates personal commitment to fulfilling the business requirements in a timely and satisfactory manner.
    • Adapt to ever changing business needs and update the planning process to make globally competitive organization.
