Job Purpose:
To ensure Potential hazards are identified and mitigation measures are in place to prevent release of chemical and or energy into locations that could expose employees or assets to harm. Also, ensuring effective systems in place to manage Process Safety at SABTANK including proper Strategy setting for Operating and Maintaining Terminal Assets.
Key Accountabilities:
- Conduct periodic terminal site verifications and physical audits to process safety management system (PSM) compliance in term of risk stewardship, Management of change and pre-startup SHE reviews.
- Ensures compliance to all Process Safety / PSM requirements, as described in applicable OMS elements & Sub-elements.
- Participate and provide technical support for any risk assessment and or PHA session. Ensure related studies are in compliance with related SHEM procedure.
- Identifying major and significant process safety credible scenarios in coordination with assigned terminal process safety engineer to develop shot and long-term mitigation.
- Contribute and provide technical support for investigations and Root Cause Analysis (RCA) initiatives, reliability methodologies (RIS, ACA) and Risk assessment/LOPA studies/PHA. Follow up and close RCA, PHA and audit recommendations related to process safety.
- Participate on conduct Consequence analysis of all major potential release hazards in SABTANK with assigned terminal process safety engineer using dispersion modeling software.
- Conducting & participating in process hazard analysis for existing facility and modifications through MOC. Participates in Pre-Start-up SHE Review (PSSR). Participate as member in Alarm Management committee and MOC review committee to provide process safety input.
- Identify opportunities for improvement of Process Safety Performance in the site.
- Assists terminal operations in maintaining and updating their Process Safety Information (PSI) documentation.
- Conducts Process Safety related compliance audit verification to risk assessment quality including interim and mitigation actions implementation, terminal PSSR tracking list, MOC work process adherence and any other related SHEM, as required.
- Generate and communicate Process Safety Alerts/Bulletins. Update process safety information as pre CCPS and API requirements.
Requirements:
- Diploma or Bachelor’s degree
- Specific training / certification pertaining to process safety is preferred.
Minimum Experience:
- Minimum five (5) years of experience for Bachelor degree holder
- Minimum ten (10) years of experience for Diploma degree holder
- 3 years in petrochemical Terminals
- Familiar with international safety standards, codes and regulations pertaining to Process Safety
Job Specific Skills:
- Familiar with international standards, codes and regulations.
- High-level management of process documentation, e.g. PFD, P&IDs.
- Simulation programs utilization experience.
- Proficient in Process Safety Risk identification / Layers of Protection.
- Proficient level in Hazard identification & PHA methodologies. o Proficient in Process Safety Standards and Regulations (Including Process Safety Related in SAF).
- Sound analytical interpretation and Cost analysis proposals
- Highly competent in assigned terminal process, troubleshooting, Process equipment
- Efficiency analysis, and firm knowledge of process control & interlocks.
